ok first off i have the worlds worst sound driver (a sigmatel) there are virtually no options such as changing it so it sounds like for example your in a chaple bathroom church hallway underwater. the basic options. if any of you know any sound program that has a better menu:clock:
 
Your sound card is a sigmatel. The options your talking about are Reverb which come with EAX. Almost all Creative cards have that. Unless you can somhow replace the sound card on your laptop. I don't think you can get the Reverb effects. I might be wrong though, there might be a program that emulates such an effect, but i doubt it.

does anyone know a program that can emulate that effect

 
most audio editors have such functions, but they operate as filters on recorded samples (.wav files), and won't affect every little beep your computer makes.

wavelab, soundforge, etc. probably some freeware ones out there as well.
 
but that only controls certain soundsthat you make not sounds for the whole system like games apps and video
