mixing/editing -- wavelab
creation -- cubase, protools, and logic (mac only)

none of these are by any means cheap and offer a lot more features than is needed by an amateur.
for mixing/editing.. if you want a multi-track editor, a cheaper alternative is audition.. if you don't, there's sound forge.
for creation.. cakewalk sonar home studio can be had for about half the price of cubase.

It depends on what you are doing. Different type of music folks lean towards diff programs

Mixing/editing/creation are not the same program neccesarily.

On PC:
creating: Protools, Cubase, Ableton.
editing: Sound Forge, Wavelab.

Many Mac users create in Logic or Protools.

Protools leans a bit in TV and film work.

If you tell more about what you want to do, I can be more specific.

I use Goldwave for audio editing on my Windows XP rig. Have not found one to install in Vista yet...going to try Audacity.
