Audio hum in mpg file

Is there a program to simply remove this sound. I transfered a clip from a VHS tape to my hard drive with a TV card. The original tape has the hum.
 
You can try running the audio through a noise removing filter in Soundforge, basically you want to cancel that specific frequency. Exactly how you would go about it I'm not sure but if the sound is a constant frequency then it shouldn't be too difficult.
