Audio Controller/Splitter for PC

I want something that sits on my desk, and has one input and 2 outputs. I don't want a USB sound card, essentially just a splitter, although volume control would be very nice. Does any such product exist?

Although I actually found it was seriously degrading audio quality when the two devices split between were very different, which in this case was a pair of speakers and headphones. Nowadays I have a sound card that allow me to plug in both and switch in software easily (Soundblaster ZX).

You could also look at an audio switcher, some of those have volume controls or at least on/off switches. They are typically set up to do 1 output to 2 inputs but it doesn't matter which way around it is so you can use the output as the input and the inputs and the outputs and get a splitter with the ability to choose one or the other.
