Audigy 2 Value Help

So I got a new Audigy 2 Value. Except only the drivers that come with the CD recognize it. The downloaded drivers all insist I do not have one.

And the sound is HORRIBLE...I mean HORRENDOUSLY bad...

There is a strange wire glued on it...should I rip it off? It looks like someone took a wire and hot glue gunned it on...I don't think its supposed to be there, its not on other people's Audigies...
