The number of iterations/second you get depends on several factors:
First, how much other stuff you have running in the background eating up your resources (such as AV apps, firewalls, etc)
Second, the priority at which you run the client (low, medium, high). (If you actually want to use your computer to do other things, then I suggest low.)
Third, which client you are using. One of the very nice things about ECCp is that it is an open source project. There have been a number of people who have worked on improving the clients, and there are therefore a few unofficial clients that are faster than the ones from the ND ECCp site. The changes generally end up making their way into the official clients, but it takes time and Chris Monico is extremely busy right now.
It would take me a while to list all of the unofficial clients. Instead, just have a look
here for the most complete listing that I'm aware of. You might even recognize a few names.

The client finds the cywin dll if it is in your eccp folder. This dll is needed for the windows clients that were compiled in a linux environment via Cygwin---namely Ken_g6's clients and the stasaholic clients.
