seriously dude, take her to Geja's Cafe for fondue. Definitely one of the most romantic places in chicago. Also they have live guitar every night. Should be about $80 for 2 people with a drink or 2.

It's not fancy but everytime I am in Chicago I eat at Bernellis. I love their fettucini alfredo with veggies and a half slab of ribs. So good.
 
The Taste of Siam has good Thai

and Burrito Buggy has good mexican

but go to Heaven on Seven, I promise you will not regret it
 
Pete Miller's - Downtown Evanston, North of the Holliday Inn (Still around).

Fresh meat (and seafood) ... bigger then your head and a bucket O' Martini.

Also attached to a bar with ~6 pool tables.

OR if you get out to Restaraunt Row (Milwaukee Ave north of Willow / Palatine Rd):

Bob Chin's
Benahana
The Blackhawk
Weber Grill
Cy's Crabhouse (not quite as good as Bob Chin's, but much better price)
95th Aero Squadron (on the property of Palwaukee Airport)
Pete Miller's has a place out here too (location #2)
(a Bunch more ... cruise until you see on that looks good)

Near Rt. 53 and Dundee Rd (Rt 68): Jamison's Charhouse (I like it better than Morton's, WAY cheaper too ... awesome Red Meat, excellent catch-of-the-day)

I'm sorry... didn't he say he was going to be near Northwestern U? Didn't say the downtown or Evanston campus, but these places are way the fvck out there.

 
If he's in Evanston, then I suggested Pete's @ Evanston.

He didn't mention the circumstances, in case some transportation was available, I tossed in the others. There's always the trains and a short cab ride (even easier from downtown)...

Restaraunt Row is (almost) walking distance for me.
