Even the OTA Download when it is detected downloads and reboots to installs fails; unsure of wtf is going on

You sideload apps... you don't sideload an OS. You install, usually from a bootloader.

Stick with the OTA download. Find a way to delete the download and restart. However, if I were you, I'd backup using Helium, factory reset your Gpad and redo the OTA download. Best of luck.

You can sideload ota updates.

It was. I had bought this second hand and something was hidden, so I had to flash back to default. It was somewhat of a pain. This is resolved now.
