quick question, how high in temps should i allow this thing to go, its getting close to and sometimes touches 70C.

with a TAT load. with orthos it gets to mid 60's

That's OK IMO, same as mine. If you were going to use it for heavy number crunching like Folding@Home 24/7 I would be concerned and turn it down some. But if your like me your not going to be doing anything that loads the CPU like orthos or TAT for any length of time on a regular basis.
