Attaching comments to photos, forever?

I usually cringe when someone asks for the "Best" way to do something, but here I go: What is the best way (most compatible way) to attach comments (cute descriptions, dates, places, etc) to photos? The little I've seen indicates that there are no standards for this. I know I've spent lots of time attaching comments to photos only to find they are lost when editing or mailing the photo. (With "printed" photos, I just write on the back!)

You can add descriptions with ACDSee. I'm not sure if they stay after emailing or burning though...

I know for JPEGs there is a standard comments field, and you can store all other info (date, time, etc) in the EXIF header. The main issue is finding an app that won't mess with these headers when you edit the pic.
