ATT Uverse hardware & provider

My brother and his family are using ATT for their broad band cable provider. They have the VP1225 cable modem, and Arris NVG589 Router. He bought a Airport Time Capsule 3TB storage wifi router thing. Does ATT require their hardware for use or can they buy a better modem, and then use the Airport Time Capsule wifi device? I think 99% of their devices are wifi.

EDIT: I think they use the ATT digital TV crap thing stuff.
 
Is there a web GUI for either the Arris NVG589 Router, or Airport Time Capsule, like my Asus Router has?

The uverse stuff requires their boxes.

So if they didn't have the ATT TV stuff they could buy a different modem and then use the Airport Time Capsule? Or it's an all or nothing deal with the ATT hardware?
