For the most part you're right. But that's not how the law intended them to be. Honestly, you can say the same thing about highway tolls: "HIGHWAY TOLLS ARE NOT FOR ROAD UPKEEP! THEY ARE FOR REVENUE!" and you'd be right. And there's selective 'enforcement' of those too - not everyone has to take a toll road to get to work, but many do...and they suffer the consequences.
Not everyone speeds, but many do - and they suffer the consequences. The only difference is that speeding is COMPLETELY and TOTALLY optional, whereas taking a toll road often is unavoidable.
Read my post above - I almost NEVER speed, and SURPRISE SURPRISE! I haven't recieved one moving violation in my three years of driving. That's VERY unusual for a 19-year-old male. Parking tickets though - now THOSE are a different story.
