I just discovered you can limit CPU speed in Proxmox, it's not quite the same as vmware but it accomplishes what I want. Going to need that feature for a future project involving scalable app development and will want a bunch of slow VMs to test scaling.

It's actually kind of funny using that setting on a GUI, it makes it feel like Windows Vista.
