When I've hit the cap you still connect to LTE towers but your speed is limited. The only thing that's truly slow about 2g/3g is the latency. With LTE it's gone so things like maps, facebook, and internet radio is just fine.

I'm kinda short myself at 5'6" but I've always been indifferent about it. Though I've never really been picked on because of it either, I think that must be an American thing.

T-Mobile (MetroPCS for prepaid) is chill about fees. There are none. It's baked into your final price like it is in Europe and the Middle East. Go over your limit, it's slower but not unusable. That's fair. For $30 a line I'm not bitching at all.That's how it should be, instead of overcharging. I always found LTE kinda pointless because of the caps. It just means you reach your cap faster lol. Curious to see what speeds I get now, I'm right in the telco CO and we have a tower here.
