Reliability is just fine on a modern car too. We don't need 10k HP/ft-lbs, and we don't need million plus mile endurance.

Come up with a better solution for -5 Celsius, 10 MPH wind, snow, rain, and ice transport that can carry a person safely, comfortably, along with a few bags of groceries or a bookbag.

Save money and use public transportation.

Public transportation is not a viable option. It does not have nearly enough coverage to deal with the area needed.
