technically, anyone with a cellphone is a radiotelephone operator.
But if you mean HAM, no. I never got around to getting my licence in high school and when I joined the Navy it seemed unnecessary.

I had a room mate when I joined the Marines in 1980 did the HAM radio thing and used to listen to morse code att.
