I am just stumped trying to figure out what machine has a hopper whose contesnts can be spreayed out to the side like that...
 
SDI nailed it. It is a specialty machine for doing what is needed there. It can probably scoop up a load unassisted, then sidecast it either way with a simple change of belt rotation.
I used side dumping loaders in the construction trade when they needed a similar application. As a regular loader they sucked hard, too topheavy, reduced capacity, asymmetric load.
 
some kind of loader-mounted hopper with a side-dump auger. Looks pretty high speed to shoot the material out that fast.
 
I would probably cross shop kubota, john deere and bobcat. You will probably have to either go in to a dealer or get someone on the phone and explain what it is you are trying to do to get a good recommendation, as the others said the example in the video looks to be purpose built and may not be something offered as an off the shelf option.
