My bank reimburses me for the first 10 atm charges each month. GO GO USAA!
Don't you have to .... like... go to a foreign country and get shot at to get a USAA account?
*flex* Air Force, ftw.

Man I've spent $116 on those $2.00 fees so far this year... frustrating.
How do you guys avoid them?

Easy: Stop using other bank's and independent ATMs. Plan ahead.
What you are paying for is your inability to plan ahead, and "convenience."
I know that sounds harsh, but it's the truth.

Move to somewhere that doesn't tend to charge for ATM withdrawls.
UK ftw!
You know, this is about as useless an answer as "stop using money."

As useless as that advice sounds to you, that was actually going to be my suggestion. I'd estimate that for 98% of my transactions, I can use a debit/credit card. For the other 2%, they almost all take checks.
