I'm useing the ATITool to overclock my 9800 non-pro and it been finding the max core speed for about 30 minutes now. Does anyone know how long this is supposed to take? It has me running at 414.82 as a max core. I'm useing the artic cooling vga silencer rev. 3 and some bga ramsinks. Does this sound right?
 
It's been a while since I used the ATITool on my 9800NP, but I've got the VGA Silencer as well, and my max core was in that range (405-415). I'm not real familar with the tool, and I stopped the test before it finished.

The atitool just gives you a starting point. You should let it run as long as it is changing the frequency. After it finds the max core and it does not change anymore, you should leave the core at this new rate and have it search for the max mem rate.

Then, you can start playing and see if you have artifacts or crashes. If you have artifacts or crashes, you will have to further reduce the rates gradually.

What I am saying is that just because atitoool says that you are OK, does not mean that you are!
