ATI Rage128 3D Rendering Problems

System Specs:
ABIT KT7 (with the latest updates; BIOS, AGP, etc.)
AMD Duron 800 mHz
Pioneer DVD/CD-ROM
old Epson floppy drive
IBM Deskstar 75GXP 30GB
Rage Fury Pro 32MB VIVO (with the latest drivers)
Sound Blaster Live! Value
SupraMax 56k PCI Winmodem
Windows 98 (not SE)
800x600 32 bit color (desktop resolution, but it does it in any resolution of the demo)

Problem:
a picture
(the picture is only in 16 colors so try to imagine the same picture with 16 bit color, also you'll have to download it :()
Okay, I run the Rage128 demo (or any game in OpenGL or Direct3D) and I get that. For those who don't want to download it I'll describe it. Tiny blocks fill the screen (not completely) and screw up the textures. It usually flickers on and off, sometimes staying normal for awhile or staying screwed up. If I quit a program when it's screwed up, the desktop has the little blocks too. I also noticed it did it once when playing a DVD. Like I said, I have all of the latest updates. I've sent a number of letters to ATI tech support with my problem when I was using the same card on my old computer:
Gigabyte GA-5AX
AMD K6-2 450 mHz
generic 40x CD-ROM
same old Epson floppy drive
generic 8GB hard drive
Rage Fury Pro 32MB VIVO (with the latest drivers)
Sound Blaster 16
same modem
Windows 98SE
800x600 16 bit color (desktop resolution, but again the problem appeared in any resolution or color depth of a game or the demo)
Now they told me to download the latest drivers and BIOS update for my computer. But my computer was old so when I did download them and it didn't fix the problem, I figured it was my computer. Now it has the exact same problem on a new computer with all of the latest updates. I honestly don't know what to think. I mean, I only have two conclusions:
It's the monitor (same monitor on both computers, but I can't possibly see how it would be the monitor)
or it's the card
I figure I could have damaged it with static electricity the first time I put it in or it could be damaged due to ATI. I don't really care which is the case. I just want to know if I can fix it or if I have to buy a new card. I don't want to waste money on a brand new card when I could have fixed this one, but I don't want to have a screwed up card just because I thought I could fix it. I guess that's about it. I would appreciate any help. Oh BTW, the problem could be something extremely obvious, like changing something in the BIOS, and I wouldn't know because I'm a newbie. So I'm open to any suggestions.

Have you tried taking off the heatsink or anything? My first ATI Rage128 card started acting like that after I took off the heatsink and put another one there.. If drivers or other video settings doesn't help the problem, I'd say that there's a good chance that there's something physically wrong with the card.
