Not true.
I have an OEM, "powered by ATI" card that I got a few months ago. There is no manufacturer's name or part number anywhere on the card and the drivers that came on the CD ROM are seriously buggy. I tried installing the latest Catalyst drivers and the install fails with a warning that "this card is not built by ATI".
Somewhere I ran across an ATI tweak utility that will let me change the BIOS on the card to trick the ATI Catalyst install routine into thinking it's a real ATI card, but have not tried it yet.
Also, on the Sapphire website is a page showing which versions of their "Powered by ATI" cards will not work with Catalyst drivers.

Here's a LINK to a few cards that don't work with ATI's drivers.

And here's something interresting I ran across (found here )

Some customers have been complaining that some ATi video cards we carry "aren't ATi product." These complaints have already surfaced in our Fremont location. Althon Micro has sent us the following information:
"Sapphire is a joint-venture between ATi and Althon. It has been making ATi boards for both retail and OEM since 1994. The factories are all ISO 9002 and ISO 4001 certified. Sapphire has been supplying ATi boards directly to Fujitsu, Lengend in the Far East, Vobis, Siemens in Europe and Dell, Compaq, Gateway in the States. ATi has left the OEM market and switched its focus on retail products only; therefore, Sapphire has taken over the manufacturing for all OEM boards. All Sapphire ATi boards are made exactly to ATi's specification by using the same production sites and components with the same personnel".

The 9700 Pro will work with the Catalyst drivers. I have the Sapphire 9700 Pro and using the ATi drivers.

I sure wish Fry's would expand into the Midwest. 🙁

I'm waiting to see what the street prices of the "regular" 9700 reviewed by Anand and HardOCP will be since suggested will be $299.
