ATI Overdrive Missing

I downloaded a new version of Catalyst recently (5.9) and for some reason the ATI Overdrive isnt there. I read that this occurs because windows automatically installs a driver for the card if there if an older driver is still remains on your computer. But I used ATI's uninstaller tool so I don't get how there would still be something remaining. How do I fix this problem? I have an X800 btw. There were issues with Catalyst for the X800XT I believe.
