ATI driver "failed to load detection driver"

I've been getting this message and so I am unable to install the drivers. More importantly, the usual solution of installing the 2008 C++ redistributable does not fix this issue. I know there is a 2008 C++ SP1, and I've installed that, so it's the latest version so far as I know.

I removed all my old drivers going to programs and features in vista then uninstalling through ati install manager. Maybe I should have just repaired it by directing at the folder of extracted files. Too late now though, as it's gone, and I cannot get ati install manager back.

I'm completely lost as to how to do this.

Currently running windows vista 32. I think my registry is all messed up, though I'm not sure why. Anyone have any ideas. Thanks.
