I'm wondering if it's possible to flash a pal video card to a ntsc video card

If you're talking about the default TV _out_ mode, then (normally) Yes. If you're talking about a TV tuner, then (normally) No - unless the manufacturer chose to implement a "universal" tuner. This rarely happens though.
