ATI AIW X600Pro issue

I'm building a new sytem with an EPOX 9npa+ultra MoBo and an Athlon64 3000+ processor.
When I put the AIW card (purchased at trade show) into its PCI-express slot, I get an unreadable screen when I boot up. So, I took it out, and put in an old 3dfx voodoo3 card into one of the PCI slots. I was able to see screen on boot and install my OS (WIndows XP Home).
Believing I got stuck with a lemmon AIW card, I went to Compusa and purchased ANOTHER AIW x600Pro. Took out the Voodoo, inserted the new card in the PCI-E, and.. same old problem.
Also, the onboard LED Post for the MoBo reads "FF"
Does it sound like a bad MoBo (specifically and bad PCI-E on the MoBo) or does it sound like I need a BIOS update or something?

Did you plug the 4 pin connector from the power supply?

(for the motherboard)

I was thinking either I need to update my BIOS or the MoBo is dead. I'm a brand newbie though, so what do I know. I'll say this, I'm very frustrated. I've been looking forawrd to building a PC for years, and now that I've finally done it, I can't seem to get it to work the way I want.
