70+ is not a normal temp for the card, I experianced this but have since applied this fan fix:

1.Make a new profile in the catalyst control center (go to the profiles manager\enter or select a name\hit save\then hit activate).
2.Enable the overdrive feature buy unlocking it.
3. Enable hidden files useing the control panle (Control panle\Apperance and personalisation\Folder options\view\show hidden files and folders).
4. Seek out the following file directory: "C:\Users\(username)\AppData\Local\ATI\ACE \profiles\(username).
5.Right click (username.XML) and hit edit.
6. Make the following changes to the text

<Feature name="FanSpeedAlgorithm_0">
<Property name="FanSpeedAlgorithm" value="Manual" />
</Feature>
<Feature name="FanSpeedRPMTarget_0">
<Property name="Want" value="0" />
</Feature>
<Feature name="FanSpeedPercentTarget_0">
<Property name="Want" value="65" />

Change the value to "manual" and Want value to "65"

7.Save the file then re-activate your profile in catalyst.
8.You should here youre fan come to life.

Silent working + safe temps according to ATi = no need for any of that. Idle temps at 80C here btw. Load 86-88ish. And I am perfectly fine with it.
