Athlon XP-M 2400 problems

by chance would any one know the stock setting for teh Athlon XP-M 2400 becuase its reading at 700mhz also what is the normal temp on them becuase currently it is at 36C
 
i'm guessing it 36 because its still getting 1.6 volts, it would probably run at 1.4@1.1volts around 32 degrees
