are they the same chip, just with different multipliers?

ie.
2400 = 1.8 = 133*13.5 @ 1.45v
2500 = 1.8 = 133*14 @ 1.45v
2600 ......

What I'm asking is: for overclocking, if I want to get to ~ 2350 should I start w/ a 2600 since its already at 2000 or will a 2400 overclock just as well

Yes, they are exactly the same chip. The only differences are the multiplier lock on the desktops, and the default fsb:266 for mobile, 333 for desktop. If all you need/want to get to is 2350 then buy a 2400+. That will easily get you to that speed. I havn't heard of anyone who couldn't hit 2.4 Ghz, even with a 2400+.
