if the 2 cpus were unlocked and clocked at the same speed, which processor would be faster?

Currently i have a ahtlon II x4 620 L3 cache unlocked, i'll post some benches later tomorrow when i get home.
 
Same speed at the same settings, because in the scenario you describe they are both from the same die.
 
It should be noted that most 620s are Propus cores that have no L3 at all. You must have gotten a Deneb with failed L3 that was sold as a 620 (such things do exist, though not in great quantity, and there shouldn't be many/any more entering the channel).

Anyway, since what you have is a Deneb with the L3 disabled, and since the Ph2 X2 550BE is a Deneb with two cores disabled, if you unlocked them both and set them to the same clock speed and NB speed, they should perform identically.
