I ordered a combo on Sunday and it's still not shipped. Are they that slow?

They say on their site that they have a 2-3 Day build and test time on Motherboard Combos.

I've been away from CPUs for a while. Is this an "overclocker"?

My 939 A64 3200+ reaches 2.4Ghz (2.0 Ghz is stock) at default voltage using the retail hsf., so yes this is an "overclocker"!

For another reference, I've got a 3200+ w/ a XP-90 HS on a MSI NEO2 Platinum running 2.6 ghz @ 1.6 volts on the core. What is that 4500+ in AMD terms?
