I don't trust GPU-Z for any readings, except maybe fan speed and core temp. It's always off from what my multimeter tells me. HWiNFO64 is accurate, in my opinion.

http://www.techpowerup.com/gpuz/gzr6s/

this is what the validation shows guys i guess my gpu is retarted?

Well, I don't think it will make that much of a difference, but there is this:

PCI-E 3.0 x16 @ x16 1.1

You can see the scaling here (on an Intel setup), and really, it shouldn't affect any of your games by more than 20%, and most games by less than 5%. Definitely shouldn't cause the 7850 to perform worse than the 9500GT.

You are using an older display driver, so update that, and since some games really don't handle GPU changes well, you may need to uninstall and reinstall them.

If changing the graphic settings doesn't affect your frames in GTA4 then yes, you're CPU bound, an X6 1100T would help. Doesn't make sense an x4 630 would do so horribly, I remember running GTA4 on a measly E5200 and performance was far superior then what you're mentioning, plus GTA4 is quad optimized.

I can make your i5 tank in GTA4...

Your PC works slower than expected? Try to limit p0rn sites visits. Format C: and reinstall.

99% of time the main problem with computer is between display and chair....

Why? Are you planning on sending some p0rn links my way?

Or you could even look for a 1055T. I overclocked mine to 3.825GHz with the stock heatsink/fan, ran Prime95 FFT for 2 hours with no difficulty. I've now installed a ZALMAN 92mm 2 Ball CPU Cooler and the CPU is much cooler. I haven't checked the framerates yet on my SAPPHIRE 100351SR Radeon HD 7970, but on max settings BF3 is AWESOME!

Something else is wrong. The x4 640 should be getting much better performance in GTA 4.

But a CPU upgrade would unlock more performance out of your 7850. If you have the money to upgrade then that's a good deal on the 1100T.

For GTA4, rename the data folder where settings are stored. From the Steam Library, Right-click GTA4 and select Properties. Under Local Files tab, choose BROWSE LOCAL FILES....

Rename
Grand Theft Auto IV\common\data
to
Grand Theft Auto IV\common\data_old

Then go back to the Properties window and choose VERIFY INTEGRITY OF GAME CACHE...

This should reinstall all files in the data folder and when you restart the game all settings should be reset (won't affect your saves). If my assumption is correct, your framerate should improve.

well on highest settings GTA 4 will certainly make it tank to 20s at times but he should be averaging well more than that. turning down shadows and view distance will help tremendously. and most games should play just fine with no massive slowdowns but yeah a new 1100 will noticeably help in cpu intensive games for sure.

Run the heaven benchmark at 1920x1080, full AA, AF, Tesselation, and give us the result? I mean if everything except those two games have no issues, then it's probably not the card.

Bummer. Let's try this, then. Close Steam, log out of your Windows user account, and login to another user account (create one first, if need be, you can delete it later). Start Steam and play GTA4. Adjust settings as needed and see if it plays any better.
