athlon 1ghz heat problem

a friend of mine cleaned up his system last night, and in the process replaced the thermal pad his heatsink had with what appears to be some generic as2 knockoff .. (startech silver grease) .. before this he had it overclocked to 1.2ghz .. now, its running at 62c at 500mhz .. we've tried re applying the stuff 4 times, made sure the heatsink is on right, cleaning it up and starting over each time .. this stuff cant be all THAT bad since apparently another guy we know used the same tube on an xp with pretty good results.. so does anyone have any idea what else might be the problem?

oh, and this is my first experience with silver stuff .. maybe im not applying it right? im applying a somewhat thin layer (thick enough to cover it but not too thick) .. about the same as ive done with good results with the cheap stuff from radio shack ..

because if it was at 1ghz it would be a flaming wreck by now. 62c @ 500mhz? what do you think 1ghz would do to it :p

anyhow it seems this thermal stuff is just crap.. we tried some other stuff and it worked.. i have no idea how it worked for an xp ..
