Athlon 1.2/266 on Iwill KK266 won't work @ 133 FSB

Hello,
I have an Athlon 1.2/266 on an Iwill KK266 Mobo. The Palo Alto case I have came with a DOA PS, but the new 300W Antec PS works great. Everything works fine at 100Mhz bus speed = 900Mhz, but when I change the Mobo setting to 9.0 x 133 = 1200Mhz, windows boots but gives system protection errors all over the place and automatically resets. I am using Crucial 256MB PC133 Cas2 Ram and an ATI Radeon VE graphics card. The PCI bus does not change clock with the change in FSB speed, right? I don't know if it's a defective MB, RAM, or Processor or maybe an errant BIOS setting. Any help would be greatly appreciated.
