Can I use an ata 100 cable for a cd rom drive? I thought I read somewhere that you have to cover one of the pins in order to do this.

I use an ATA 66/100 cable for my zipdrive/cdrom, no problems. I know it might be considered a waste of the cables abilities, but if I upgrade I won't have to dig up an ATA 66/100 cable.
