AT8 USB problem

Hi,

Hope someone can solve this!
system:
AMD64 3500+
Abit AT8 mobo
Tagan 520W PSU
Connect3d ATI 1800XT PCI-E 256mb
2x 512mb Geil value ram
1x pioneer(?) DVD-RW IDE
1x 80gb IDE HD
1x 120gb SATA HD
1x 160gb SATA HD
1x 160gb Western digital external HD
win xp sp2

I have recently upgraded to the Abit AT8 motherboard, ati x1800xt and tagan psu. I did a clean windows install onto the IDE HD and it runs beautifully. The two SATA drives also work without a problem. The problem i am having is with the external USB HD. If i boot up the computer into windows, with the usb drive plugged in, it just doesnt detect it. If i switch it to a different usb port it will then detect it. Every time i turn the drive off, or restart, i have to switch the usb port that it sits in to get it recognised in windows. I have updated to the latest bios (1.1), and still no joy.

any thoughts anyone?

have also found that unplugging the power from the drive and then plugging it in allows it to be detected.
