I wish, but no.

When I go to breaks and lunch I always see a few people in the exact same place reading the exact same book (much further along) the entire shift.

I would love to have their jobs. I've actually gotta work for a living and I hate it.

Nope, we're not allowed to have a union.
Its not the entire shift of 250 people mind you.
Its about 3 or 4 lucky bastards who really dont have that much to do for 12 hours. They can take of everything in the first 2 and then chill the rest of the night, or they can balance it out and look super busy when the managers arrive in the morning.

 
I generally work for 98% of my day, minus my required lunch and breaks. Sometimes we don't have a lot of work to be done, so the percentage will drop.

I worked 12 hours over my workday last Friday so I'm taking flextime today.

I have my moments of reading ATOT at work, but there are plenty of times that I don't get that luxury.

My job is great. I get a very relaxed environment 90+% of the time, I feel like I'm making a difference (Part of the state-wide cooperative extension) get paid what I think is decent (though not an ATOT 100k salary or anything =p), in 2 1/2 more months my University COLT Union membership kicks in. I get to post, have a bit of fun, and also make some custom deployment servers / travel / work on the Active Directory. =D

I mentioned union work because even if there is no work for someone making $30 an hour to do a job a trained monkey could do, rather than say "sorry guys we have no work for you for the next 2 days, go home without pay" they, by contract, get to come in and just read a book or something for their shift, all the while making $30 an hour...
 
Im not even in a cube, and i get to be on ATOT. Its slow at my place of work, so I have to make the day go buy. And boy does it drag.
 
And people wonder why their jobs are being sent to China/India/any other 3rd world country where the people are hungry to work.
