It all depends on how you get along with your manager and what type of person he or she is. If you are on good terms, then I'd tell a manager before I applied for the job or at least before the interview. Especially if you will be asking for a recommendation. Many managers don't like to be blindsided. Do you want the manager to hear about your job seeking through the grapevine?
Then again if you work for a vindictive fuck, keep it quiet as long as you can. I worked with an Asian woman years back who got a job in the same company, to work in Taiwan. She was considered, and rightfully so, a top performer. The manager was bat ass crazy. She called the manager, who was out of Hong Kong, to try and squash the hiring. Didn't work. But you have to know your manager to answer the big question.
