They never were free. The real story is that there have been loopholes in regional networks that let it happen anyway. Now we're tightening it up and making you pay for services that you're supposed to be paying for in the first place.

Look, if the service you expect is going to give you things for free that they are charging other people, that's not fair to the other people, no. It's also not fair to the service that you're "cheating" them out of a fee that they deserve. They wish to charge for additional IPs, then you pay for them.

i thought smolek meant that it was good that at&t is cracking down on the free multiple ips since some people are actually paying for it.
