looks like vitiligo to me, but i'm no dermatologist.

I vote tinea versicolor, I'm not sure of excema or vitiligo, but TV forms "scales." If you haven' lotioned the area, try just scratching it, it should seem dry and flaky like dandruff.

Drop by your GP/University clinic, they can scrape the area and check the scales under a microscope right there.
