For sometime now i've had the white dots along the side of my neck that have recently spread to the back a bit.

They aren't irritating and don't feel really different but look kind of dry to my friends.

What is this??
 
Lack of pigment/melatonin. See a doctor. It will likely get worse over time and there isn't anything you can do about it.

Your going to have to be real careful about skin cancer/sun burn the rest of your life however.

Well really need to see a doctor because you are at a VERY high risk category for skin cancer with your condition.
 
Are there moles in the center of the de-pigmented areas? Could be halo nevi. Could be vitiligo. Either way, see a dermatologist.

I have similar spots on my left arm, saw a dermatologist and he said it was a mild type of exema (sp?) basically just a splotch of dry skin that lost its pigment... nothing serious, and not too much you can do about it. He prescribed me some ointment and i think it's getting a little better but it's slow to go away...

may want to visit a dermatologist just to check it out....

That doesn't look like ecsema (my best guess at spelling). I had trouble with it as well. Steroidal cream works wonders.

I've got a two friends that have pigmentation diseases and they have to be hardcore about the sun. One of them has extensive skin cancer because of it, thankfully he get's it taken care of.

eitherway, get it looked at.

seconded. I've got it, and it's a bitch to gdet rid of if not caught early, and some people will continue to get it even if it is temprarily cleared up.
 
Tinea Versicolor. Get some Selsun Blue and let it sit for a little bit and take a shower. They won't go away, but you can reduce their visibility and itch hopefully.
