Purchased January 2019. Battery sits at 59%--if I shut it down, hold down power button for 60 seconds, plug in, and power back on it will show that's it's charging the battery for maybe ten seconds, then quits. No removable battery on this thing, obviously. Power cord and brick look fine, same result on different household outlets. I've uninstalled the Microsoft ACPI-Compliant Control Method Battery drivers as well, to no effect. Anyone have other tips or tricks, or do I need to start the process of a warranty?

Sounds like warranty time. Unless you feel like disassembling it and buying a replacement internal battery off of ebay (if you can find one, if the laptop is a relatively new model, and doesn't re-use a battery design from an older one, they may not be showing up yet.)
