Asus X54HR laptop fan always on at full speed

Hi guys, two days ago I've bought on ebay this laptop (asus X54HR) for 70$ on bid (it has just the battery exausted and a replaced power connector). The Laptop fan goes full speed (4390 RPM) and always on from when I power on untill I power it down

the specs are:
  • i3
  • HM65 Chipset
  • AMD Radeon HD 7470M
These are all my attempts:
  • I try clean installation of windows 8.1 and 10 ltsb (no windows update driver install, 'cause it causes a bug with amd driver that shutdown the backlit with the lastest legasy driver)

  • I install both the chipset drivers that Windows Update and the chipset driver that are avaible on asus website + intel management engine

  • I try to install notebook fan control and the fan is at 200% but no way to lower it

  • I try to install asus power4gear + ATKACPI package from asus website,

  • I try to mess with power setting, with all battery saving, and active/passive cooling.

  • update to the lastest bios

  • I disassembly the laptop and clean it, change the thermal paste (arctic silver mx) on CPU and GPU
    NOTE: based on some youtbe videos, I've notice that the previous owner has removed the thermal pads from GPU and change it with thermal paste
SOME THINGS I HAVE NOTICE
windows correctly scale cpu power with the usage, in idle the cpu runs at 700Mhz (full speed is 2,33Ghz) and the airflow that comes out seems pretty cold.

HWiNFO64 shows temps from 32 to 44°C and the fan always at 4300RPM

Now, can the fan pwm broken? (the yellow pin seems fine)
Can be a problem with the missing thermal pads on GPU?
Can be another problem that I'm not considering?

You said you updated the BIOS, but did you actually go into the BIOS and see if there are options for fan settings in there?

Is the CPU the correct model for that laptop? I remember upgrading a Dell once and running into a similar issue. It ran the CPU just fine, but since the CPU wasn't one of the models that came with, the motherboard's control wouldn't allow fan adjustment.

Also, if the gpu and cpu run on an in-line heat-pipe with a single fan, it could be the GPU making the heat, and not the CPU.

And yes, if the lack of pads can be keeping the gpu from contacting the heat spreader, which is why the fan is running at full speed.

the cpu is correct, 'cause it came bundle with the asus laptop, and not changed, I model number is the same from the asus website specs.

Yes the cpu and gpu are on the same heat pipe :(
So If I have to buy a thermal pad what shoud I buy? and what thickness?

It was hard to see in you screenshot if hwinfo was giving Gpu temperatures. I know that CPUID HWMonitor will tell you. If GPU temp is good, you probably have good contact.

Temps look ok, but utilization is nill. I think it's enough to say the GPU isn't the issue.

i just try a new fresh install...
Now with hwmonitor I see that only with windows update running for searching I have 57/61°C on CPU and 46°C on GPU with 3/6% of utilization...

What does task manager say about CPU utilization? Windows Update will usually run it pretty high, in which case your temps sound good.

1%-2% not more without windows update.
9%-12% on searching new update. on task manager, 18-30% on Hwmonitor.
temp on searching 44/52°C

I think I will buy a new fan, and a thermal pad for gpu, I don't know wha thickness. I think that maybe it's a combo of these two, the cause of the fan on constant 4300RPM

EDIT: now during install I have 46-50% cpu load and 53-61°C
GPU 47°C

Sure. Might be the reason it went on ebay. Does the charger charge the battery and does the unit do the same thing when on battery power?
