I might be upgrading to either the 7700X or the upcoming 7800X3D. The Asus TUF X670-E is just $30 more than the Asus Strix B650E-F and it has the superior chipset than the B650E. Is the Asus TUF X670-E worth the $30 over than other motherboard?

I would go with the B650. This thing is hot at 60C just sitting there doing nothing. Having two of them would be.. double the fun.

I suspect the X670E board is going to have a lot more features, such as available ports, slots, etc. $30 doesn't sound like a big difference for this.

Come on, it's $30! I have the X670E Hero, and it's a great mb so far. I believe it has 2 PCIe 5.0 M.2 slots. I don't care now, but if the drives ever get released I will.

Neither board seems to offer PCIE bifurcation so the x16 slots are fixed. In this case, X670 one does offer more usable PCIE lanes, so you have to decide depending on your need of PCIE devices and M.2 devices throughout the board's lifespan. The other notable differences are audio and LAN: X670 with ALC S1220A and Realtek 2.5 Gbe, B650 with ALC 4080 and Intel 2.5 Gbe. I think they are a wash, so it again comes down to PCIE and M.2.

Look at what board has the features you need and go with that.

Personally I'm going with the ASRock B650E PG Riptide WiFi, but I really don't need a lots of ports and m.2 slots.
