Question ASUS 3070 stuck at max clock, mem, voltage

My card (Asus RTX 3070) runs at constant max power, clock and memory settings. This makes it noisy and is wasting my money. I don't really know where to start figuring out why or how to stop it. Can anyone point me in the correct direction?

Does it do it in safe mode? Does it have a dual BIOS switch? If so try the other BIOS.

Sounds like a used (ex-mining?) card. As @In2Photos said I would start with the BIOS of the card. You can find stock BIOS (if you decide to flash it) in techpowerup.

Weird. Upon further investigation, I discovered something called 'host' in task manager that was using 90% of my GPU. I terminated it and everything is back to normal.

I am slightly suspicious of what my son may have put on his account on this computer, but I know how to make it stop and can follow the trail if it starts again.
