ASRock Taichi X399 - PCIe E-SATA cards not recognized

Anyone seen issues with pci-e 1x cards not working on threadripper boards? Is there some legacy BIOS setting I'm missing?
My 1x 1394 firewire card works fine. I've tried two different E-SATA cards, that worked fine on my previous AMD board, but none of these work on this new X399 board.
 
I had unresolvable issues with two identical LSI SAS controllers in my Taichi x399 board, and was unable to get past POST with a 4 port intel NIC. That board is picky with expansion cards for some reason, first thing I'd check to see if you have the boot mode set to legacy, UEFI, or legacy+UEFI.

I do not see a legacy+uefi option. Only legacy or uefi. And I run uefi.

Anyway I did finally find a Firewire card that worked but my Esata cards won't work.
