The problem is that kids today think that "Ask her out" means "Will you be my girlfriend" ... when in reality like you say, you are asking her out on a date, to see if you like each other... THEN worry about asking her to be your girlfriend...

"Should I ask her to be my girlfriend if I've never talked to her and hung out with her?" no... not at all!

"Should I ask her to go out sometime, have lunch, see a movie or spend some time togeather to get to know each other better?" YES!

Why is it that the 'dating' is so blown out of proportion here in the US? I'm used to just go out and have a couple of beers, hit a few clubs and just have fun. If there is any chemistry between two people, it will become evident without making it such a big deal by saying it's a 'date'.
