That has possibly been banned ... are we talking perma banned or?, is there somewhere I could direct the question not in public?

Unless the mod message stated a period of ban, yes it should be permanent. When banned, the friend should still be able to access the site logged in, enough to see the mod message, unless this was a really bad offense or too many points over whatever the time limit period is, enough to block them entirely through account or even IP ban, in which case yeah, that's sure to be a perma-ban.

This subforum has a sticky that states you should post in the Moderator Discussions Subforum, or was that removed at some point in the past? I vaguely recall something something nope it's gone IDK maybe the link to it only works if you're in the doghouse.

Is there a new link to that or can it even be accessed by standard accounts in good standing?

I get same as WilliamM2

Apparently that subforum is now hidden from regular forum accounts... should be a setting in the forum control panel.

Even when is was not hidden, I was never able to access. I believe only moderators can.
Which makes sense, but the mods always told members to discuss mod issues there? Not that I have any,

The best I can recall, there was a period when it was still visible on the forum homepage (under Forum Issues category?), to regular member forum accounts, maybe one where it wasn't also applies, but a period where I could not access it until I had been put on a month's vacation for something I'd posted, then I could (IIRC), making me suspect there is at least a 5th account class besides Admin, Supermod, Mod, and Regular Member, then this 5th class of user account for those in a probationary status where they could not post in regular forums but that had been granted access to the Moderator Forum. I could be wrong.

It seems something is broken, maybe a permissions issue.

Before this members could post there but not see any other posts. That might be where the issue lies.

Yep it's probably a permissions issue, I used to be able to see the Mod Discussion forum but that was years ago.
