ASIC Quality

I've been doing some research on ASIC quality and I'm still left scratching my head. I understand the concept and definition, but I don't understand how GPU-Z is coming up with the scores.

How do they know what 100% or 0% should be? Still struggling how they know what a perfect wafer is.

FWIW my 480 is at 83%
 
It reads the information embedded in the chip, not making up numbers.
"Ok so it could be that the ASIC quality data is read the same way as on previous cards. Older versions of GPU-Z will assume it to be a Maxwell GPU (the latest at the time).
I do postprocess the raw values to map them onto a percentage range, which, given these above 100% numbers, could mean that register location has not changed but the data format has.
