according to one site i saw, it was a sweetheart deal intended to give retired police officers another set of jobs, as they're the ones on the review board. imagine a job where all day you look at porn to see whether or not the goods are sufficiently obscured.

I've heard that it's an artifact from when soldiers were returning to their homes after WWII. There was some scare about them going 'crazed' from seeing bare genitals so it was censored. Just hearsay, but kind of a weird idea.
