Artifacts on desktop screen.

I get his odd artifact when ever the screen comes on from being off. It is always in the same spot. I can move the cursor over it and the cursor will look normal but the artifact is still there after I move the cursor away. If I drag something like an icon close to it it'll disappear and look normal until the screen turns off and on again. This also only happens when the brightness of the screen is set to the highest. The laptop has Nvidia 540M GPU and I have the latest drivers.
Does anyone have any ideas what can be causing this?
 
I would of said they are stuck pixels but your cursor can go over them, what happens when you change the desktop background?
 
That is truely some real weirdness, the colors displayed does not seem like it could be stuck pixels. What if you change the video resolution will it display in the same area and colors?
 
Aida64 has a very neat monitor diagnostic program. You right click on the icon in your taskbar and select it. You can then select various ways to examine pixels.
Believe there is a demo of the program available.
 
I tried using 1600x900 and there are no artifacts. Native resolution is 1080p. So I think the pixels themselfs are fine. Could it be GPU RAM problem? I will check out Aida64 and see what it finds.
